Name  

This  body  shall  be  known  as  Fairview  Baptist  Church  in  accordance  with  its  certification  in  the Secretary  of State’s office.  

 

Polity & Governance  

Fairview  Baptist  Church  (henceforth  referred  to  as  Fairview  Church)  was  organized  in  1947  and incorporated  by Charter  under  the  Tennessee  Non-Profit  Corporation  Act  on  March  17,  1998.  It  is a  tax-exempt  entity  under Section  501(c)(3)  of  the  United  States  Internal  Revenue  Code.  When continuing  as  a  “Cooperating  Baptist Church”  with  the  Tennessee  Baptist  Convention  the  non-profit  status  is  documented  by  the  Group  Exemption Determination  letter  issued  to  the Tennessee  Baptist  Convention.  

 

No  part  of  the  net  earnings  of  the  corporation  shall  inure  to  the benefit  of,  or  be  distributable  to its  members, trustees,  officers,  or  other  private  persons,  except that  the  corporation  shall  be authorized  and  empowered  to pay  reasonable  compensation  for services  rendered  and  to  make payments  and  distributions  in  furtherance  of the  purposes  set forth  in  the  Articles  of Incorporation  and  these  bylaws.  No  substantial  part  of  the  activities  of the corporation  shall  be the  carrying  on  of  propaganda,  or  otherwise  attempting  to  influence legislation,  and  the corporation  shall  not  participate  in,  or  intervene  in  (including  the  publishing or  distribution  of statements)  any political  campaign  on  behalf  of  or  in  opposition  to  any candidate  for  public office.  Notwithstanding  any  other provision  of  these  articles,  the  corporation shall  not  carry  on any  other  activities  not  permitted  to  be  carried  on (a)  by  a  corporation exempt  from  federal income  tax  under  section  501(c)(3)  of  the  Internal  Revenue  Code,  or the corresponding  section of any  future  federal  tax  code,  or  (b)  by  a  corporation,  contributions  to which  are deductible  under section  170(c)(2)  of  the  Internal  Revenue  Code,  or  the  corresponding section  of  any  future federal tax code.  

 

Upon  the  dissolution  of  the  corporation,  assets  shall  be distributed  for  one  or  more  exempt purposes  within  the meaning  of  section  501(c)(3)  of  the Internal  Revenue  Code,  or  the corresponding  section  of  any  future  federal tax  code,  or  shall  be distributed  to  the  federal government,  or  to  a  state  or  local  government,  for  a  public purpose. Any  such  assets  not  so disposed  of  shall  be  disposed  of  by  a  Court  of  Competent  Jurisdiction of the county  in  which  the principal  office  of  the  corporation  is  then  located,  exclusively  for  such purposes  or  to  such organization  or  organizations,  as  said  Court  shall  determine,  which are organized and operated exclusively for such purposes.  

 

The following statements represent our sincerely held religious beliefs:

 

Statement of Faith  

 

We  believe  the  Bible  is  God’s  written  word  to  us. It  was  written  by  human authors  under  the supernatural guidance  of  the  Holy  Spirit  (2  Peter 1:21).  It  is  the  supreme source of  truth  for Christian. beliefs  and  living.  It  is  the truth,  because  it  is  inspired  by  God  without  any  mixture  of  error.  As  such,  it  serves as the ultimate authority for faith and practice in the church.  

 

We  believe  that  God  is  the  Creator  and  Ruler  of  the  universe.  He  has  eternally  existed  in  three  persons:  the Father, the Son, and the Holy Spirit.  These three are co-equal and are one God.  

 

We  believe  that  Jesus  Christ  is  the  Son  of  God.  He  is  co-equal  with  the  Father.  Jesus  lived  a  sinless  human  life and  offered  Himself  as  the  perfect  sacrifice  for  the  sins  of  all  people  by  dying  on  the  cross.  He  arose  from  the dead  after  three  days  to  demonstrate  His  power  over  sin  and  death.  He  ascended  to  Heaven’s glory and will return again someday to earth to reign as King of Kings and Lord of Lords.  

 

We  believe  that  all  people  are  sinners  both  by  birth  (original  sin)  and  by  action  (volitional  sin).  Sinful  actions represent  a  rejection  of  God’s  authority  by  engaging  in  what  is  deemed  as  wrong  in  Scripture.  Sin  separates  us from  God  (Colossians  1:21)  and  the  penalty  He  has  assigned  for  sin  is  death,  both  physical and spiritual (Romans 6:23).  

 

The  only  remedy  for  sin  is  the  substitutionary  death  of  Jesus  (Romans  5:8).  We  believe  that  forgiveness  of  sins and  salvation  is  God’s  free  gift  of  grace  to  those  who  receive  it  through  faith  in  Jesus  (Ephesians  2:8-9).  We can  never  make  up  for  our  sin  by  good  works.  Professing  faith  in  Jesus  Christ  alone  for  forgiveness  of  sins  is the  only  way  anyone  can  be  saved  from  sin’s  penalty.  Salvation  includes  both  pardon  from  sin  and  the promise of  eternal  life,  based  solely  on  the  imputation  of  Christ’s  righteousness. Eternal life begins the moment one receives Jesus Christ into his or her life by faith.  

 

We  believe  that  Fairview  Church  is  to  be  a  congregation  of  regenerated  and  baptized  believers,  united  together around  a  common  commitment  to  the  faith  and  fellowship  of  the  Gospel.  Members  of  the  church  are  to demonstrate  evidence  of  regeneration  by  living  in  submission  to  the  authority  of  Christ  exercised  through  His Word.  Leaders  in  the  church  are  to  meet  the  qualifications  laid  out  in  Scripture  and are to serve according to the function given in Scripture.  

 

In  addition  to  the  above  statement  of  faith,  we  also  affirm  the  Baptist  Faith  and  Message  2000  of  the  Southern Baptist Convention.  

 

Ethical Statements:  

 

Statement on the Sanctity of Human Life  

 

We  believe  that  all  human  life  is  sacred  and  created  by  God  in  His  image.  All  human  life  is  worthy  of  dignity and  value,  including  pre-born  babies  (Psalm  139),  the  aged,  the  physically  or  mentally  challenged,  and  every other  stage  or  condition  from  conception  through  natural  death.  We  are  therefore called to defend, protect, and value all human life.  

 

Statement on Marriage and Sexuality

 

 We  believe,  based  on  the  Bible,  that  the  term  “marriage”  refers  to  the  uniting  of  one  man  and  one  woman  in  a  single,  exclusive  union  (Genesis  2:18-25).  We  believe  that  God  intends  sexual  intimacy  to  occur  only  between  a  man  and  a  woman  who  have  been  united  in  marriage;  and  that  sexual  intimacy  outside  of  a  marriage  between  a  man  and  a  woman  is  sinful  and  prohibited  by  the  Lord  (1  Corinthians  6:9-10; 6:18; 7:2-5; Hebrews 13:4).  

 

We  believe  God  has  wonderfully  created  each  person  as  male  or  female.  These  two  distinct,  complementary genders together reflect the image and nature of God (Genesis 1:26-27).  

 

Because  of  these  beliefs,  Fairview  Church  regards  any  and  all  forms  of  sexual  immorality,  including  premarital sex,  adultery,  homosexual  behavior,  sexual  harassment  or  assault,  use  of  pornography,  and  any  other  sexual expression  that  is  contrary  to  the  teachings  of  Scripture  as  sinful.  In  addition,  Fairview  Church  holds  actions taken  to  surgically  alter  one’s  biological  sex,  including  chemical  and  hormonal  alterations,  to  a  different biological  sex  as  sinful,  because  the  body  is  God’s  creation  and  He  determines  biology and sexual identity (Romans 1:26-32, 1 Corinthians 6:9-11).  

 

Because  Fairview  Church  is  under  the  authority  of  Scripture,  anyone  employed  by  the  church  in  any  way  or united  to  the  church  in  membership  must  agree  with  and  abide  by  this  Statement  on  Marriage  and Sexuality.  

 

Because  God  has  ordained  marriage  and  defined  it  as  the  covenant  relationship  between  a  man  and  a woman, Fairview  Church  will  only  recognize  marriages  between  a  biological  man  and  a  biological  woman. Further,  the pastors  and  staff  of  Fairview  Church  will  only  officiate  weddings  between  one  man  and  one woman.  In addition, the  building  and  property  of  the  church  will  only  host  weddings  between  one man and one woman.  

 

While  sinful  sexual  behavior  is  offensive  to  God,  He  graciously  offers  redemption  and  restoration  to  all  who confess  and  repent  of  their  sin,  seeking  His  mercy  and  forgiveness  through  Jesus  Christ  (Rom  10:9-10;  1 Corinthians  6:9-11).  We  believe  every  person  must  be  shown  love,  kindness,  respect,  and  dignity  (Mark  12:28-31; Luke  6:31).  Hateful  and  harassing  behavior  or  attitudes  directed  toward  any  individual are wrong and will not be tolerated at Fairview Church. 

 

ARTICLE 1 - MEMBERSHIP

 

1.01. General

The  governance  of  Fairview  Church  is  held  by  her  members  under  the  ultimate  authority  of  Christ.  Jesus  Christ is  the  head  of  the  church  and  the  supreme  authority  over  the  church  body.  The  church  is  not  subject  to  the control  or  authority  of  any  other  ecclesiastical  body.  The  membership  retains  the  exclusive  right  of  self-governance  in  all  aspects  of  church  ministry  and  the  right  to  determine  who  shall  be members and the condition of such membership. 

 

1.02. Admission

Members  may  be  received  at  any  regular  service  of  the  Church  by  simple  majority  of  those  members  present and voting.

 

1.03 Candidacy

To  qualify  for  membership  in  this  church,  a  person  must  be  a  believer  in  Jesus  Christ  who  gives  evidence  of regeneration  and  has  been  baptized  in  obedience  to  Christ  following  his  or  her  salvation.  In  addition, they must complete the New Member’s Class.  Any  person  may  offer  himself  as  a  candidate  for  membership  in  this  Church in  any  of  the  following  ways: 

  1.  
  2. a.     Profession  of  Faith  &  Baptism  :  By  a  public  profession  of  faith  in  the  Lord  Jesus  Christ  and  by  baptism by immersion in water.  
  3. b.     Transfer  : By a promise of letter of recommendation  from another church of like faith.  
  4. c.     Statement  of  Faith  :  By  statement  of  prior  conversion  experience  and  baptism  by  immersion  in a church of like faith.  
  5. d.     Restoration  :  By  restoration  following  his  or  her  confession  of  error  and  giving  evidence  of  repentance if he or she had been excluded by action of church discipline.

 

Should  there  be  any  question  regarding  the  membership  of  a  candidate  prior  to  his  or  her  acceptance  by the Church, Pastors will be responsible for determining each person’s qualification for membership. 

 

1.04. New Member Orientation

New  members  of  the  Church  shall  be  expected  to  participate  in  the  Church’s  class  for  training  in  responsible  church  membership.  This  class  shall  be  conducted  at  intervals  as  needed  and  shall  be  open  to  all  church members.  During  this  orientation,  members  will  be  required  to  agree  to  a  church  covenant.  A sample of the church covenant is located in Article 8. 

 

1.05. Voting Rights

Every  member  of  the  Church  in  good  standing  is  entitled  to  vote  at  all  elections  and  on  all  questions submitted to  the  Church  in  conference,  provided  the  member  is  present  and  accounted  for.  Membership privileges  and responsibilities  begin  upon  completion  of  the  requirements  for  church  membership. 

 

1.06. Membership Requirements

Membership  carries  certain  responsibilities.  A  member  is  responsible  for  participating  in  and  contributing  to  the ministry  and  life  of  the  church.  This  responsibility  includes  regular  giving  of  tithes  and  offerings  (2  Corinthians 8:1-9.  Matthew  23:23),  time  and  talents  for  serving  in  ministries  (1  Peter  4:10-11),  and  participation  in  church gatherings  (Hebrews  10:25).  Members  are  responsible  for  representing  Christ  and  the  church  by  refraining  from sinful  behavior  (Romans  1:28-  32,  Galatians  5:19-21).  Members  are  responsible  for  following  biblical  procedures for  church  discipline  where  sin  is  evident  in  the  life  of  another  member,  as  well  as  receiving  and  submitting  to loving  steps  of  church  discipline  from  other  members  and  leaders  (Matthew  18).  Members  are  responsible  for following  appointed church leadership (Hebrews 13:17) and for protecting unity in the church (Ephesians 4:3). 

 

1.07 Church Discipline

Members of the church are expected to live according to the biblical standards of holiness, as well as  adhere to the church covenant and church doctrine.  When a member knowingly and consistently fails  to live by biblical standards, disciplinary steps will be taken according to the instructions of Jesus in  Matthew 18.  Discipline in the Christian context exists for the purposes of repentance and restoration  rather than punishment in accordance with Galatians 6:1. It is a regular part of Christian life and should  begin with private admonition by a Christian brother or sister with goal of repentance and  reconciliation. If individual does not listen, then the individual is confronted by two or three Christian brothers or sisters with goal of establishing the facts and seeking repentance and reconciliation. If the  individual does not listen, then the situation should be taken to the Pastors of the church. After their  involvement, if the individual is not repentant, the members of the church will be informed of the  individual in order to seek after the individual to bring repentance and reconciliation. If the individual  still does not listen, then they will no longer be able to participate in the privileges of church  membership and Christian community. The church may restore membership to any person previously  removed who exhibits genuine repentance.  

 

Conduct deemed impermissible and worthy of discipline includes but is not limited to: sexual  immorality (as described in the Statement on Marriage and Sexuality), chemical dependency, gossip  and slander, harassment, sexual or physical abuse or assault, and other behavior that is in clear  opposition to Biblical standards.

 

1.08. Termination

Membership shall be terminated by the following:

  1.  a.     Death.  
  2. b.     Transfer  shall be accomplished by any of the following  means:  
    1. i.     By  request  of  another  Baptist  Church  of  like  faith,  a  letter  of  reference  shall  be  provided  by  the  Pastors of  this  Church  directly  to  the  Pastors  of  the  receiving  Church.  Upon confirmation, membership shall be transferred.  
    2. ii.     By  request  of  another  Christian  denomination,  a  letter  of  reference  shall  be  provided  by  the  Pastors  of this  Church  directly  to  the  Pastors  of  the  receiving  Church.  Upon  confirmation, membership shall be transferred.  
  3. c.     Exclusion  shall be accomplished by any of the following  means:  
    1. i.     For  church  members:  as  a  culmination  of  regular  church  discipline  following  the  principles set forth in Matthew 18:15-20.  
    2. ii.     Should  a  situation  occur  where  the  pastors  bring  a  member  before  the  church  for  exclusion,  a  two-thirds  (2/3)  affirmative  vote  by  the  church  membership  is  required  at  a  business  meeting.  Upon  an affirmative  vote,  the  church  will  declare  the  person  is no longer part of the membership.  
    3. iii.     As  a  culmination  of  regular  church  discipline  as  outlined  previously,  but  with  the  addition  that  no accusations  shall  be  heard  against  a  pastor  unless  first  verified  by  at  least  two  or  three  witnesses  as outlined  in  1  Timothy  5:19-20.  Should  the  church  need  to  terminate  the  lead  pastor,  such  action  will  take place  at  a  special  called  for  business  meeting  with  at  least  two  (2)  weeks’  notice  to  church  members.  In order  for  the  church  to  terminate  the  lead  pastor,  a  three-fourths  (3/4)  affirmative  vote  by  a  quorum  of at  least  one-third  (1/3)  of  average  weekly  Sunday  morning  worship  attendance.  Should  the  church  need to  terminate  an  associate  pastor,  the  lead  pastor must work in concert with the personnel team for termination.  
    4. iv.     Exclusion  by  action  of  this  Church  following  a  recommendation  by  the  Pastors  should  any  member  or Pastor,  for  any  reason,  become  a  public  offense  to  the  Church  as  was  the case in 1 Corinthians 5.  
    5. v.     When  a  church  member  intends  to  leave  this  Church  to  attend  another  organization  deemed  to  hold beliefs  contrary  to  the  Christian  faith,  the  member  shall  be  contacted  for  counseling  by  the  Pastors.  If restoration  cannot  be  made  and  the  member  persists  in  transferring  to  this  organization,  membership shall  be  terminated.

 

ARTICLE 2 - OFFICES OF THE CHURCH

 

2.01. Offices of the Church

Fairview Baptist Church Bylaws  Within  the  congregational  government,  two  biblical  offices  of  the  church  exist: pastors  and  deacons.  All  pastors  are  responsible  for  the  oversight  and  shepherding  of  the  church.  Deacons serve  the  church.  In  addition  to  the  two  biblical  offices  of  the  church,  the  church  may  employ  staff  in  support of  the  church's  mission  who  are  neither  pastor  or  deacon.  In  any  and  all  cases,  all  offices  of  the  church  shall be members thereof. 

 

2.02 Qualifications and Responsibilities

 

a. Pastors

 

All  Pastors  of  Fairview  Church  must  meet  the  qualifications  given  in  the  New  Testament  for  the  office  of  Pastor. These  include  but  are  not  limited  to  the  qualifications  listed  in  1  Timothy  3  and  Titus  1.  The  responsibilities given to all Pastors include: 

 

  1.  a.     Responsible  for  the  leadership,  oversight  and  direction  of  the  Church.  (1  Thessalonians  5:12  and Hebrews 13:7)  
  2. b.     Responsible  to  seek  in  all  matters  the  mind  of  Christ  through  the  guidance  of  the  Holy  Spirit  and the Word of God.  (Ephesians 1:22, Colossians 1:18, 1 Peter 5:2)  
  3. c.     Responsible  for  exhorting  the  Church  in  sound  doctrine  and  refuting  those  who  contradict  the truth.  (Ephesians 4:11-12, 1 Timothy 3:2, and Titus 1:9)  
  4. d.     Responsible  for  providing  instruction  for  the  maintenance  of  heathy  relationships  in  the  Church (Galatians 6:1, 1 Thessalonians 5:12, and 2 Thessalonians 3:14-15)  
  5. e.     Responsible for general oversight of the financial matters of the Church.  (Acts 4:35; 11:30)  
  6. f.     Responsible for leading by example.  (Hebrews 13:7, and 1 Peter 5:2-3)  
  7. g.     Responsible  for  leading  in  the  exercise  of  church  discipline,  but  not  to  the  exclusion  of  the  entire body when warranted.  (Galatians 6:1, Matthew 18:15-17, 2 Corinthians 2:5-12)  
  8. h.     Responsible  for  training  the  congregation  in  the  faith  and  knowledge  of  God  and  for  equipping them for the purposes of ministry.  (Ephesians 4:12-13)

 

I. Lead Pastor

 

In  addition  to  those  general  responsibilities  listed  previously,  the  Lead  Pastor  is  responsible  for  leading  the congregation  to  function  as  a  New  Testament  Church,  which  includes  providing  the  vision  for  the  church  to make  disciples,  providing  oversight  and  direction  for  church  ministries  and  staff,  preaching  and  teaching  God's Word,  reaching  the  lost,  shepherding  the  congregation,  and  protecting  the  church's  doctrine. 

 

II. Hiring of Pastors

 

The  need  for  other  pastoral  staff  shall  be  determined  by  the  lead  pastor  and  personnel  committee.  The  lead pastor  and  personnel  committee  will  recommend  to  the  church  any  pastoral  staff  positions.  The  church  is responsible  for  confirming  God’s  calling  of  a  pastor.  This  confirmation  will  occur  at  a  special  called  business meeting  with  at  least  two  (2)  weeks’  written  notice  to  church  members.  In  order  for  the  church to call a pastor, they must receive a three-fourths affirmative vote of the members present. 

 

III. Ordaining Pastors

 

A  member  of  the  church  may  receive  ordination  as  a  Pastor.  This  member  must  give  evidence  of  God’s  calling into  the  work  of  ministry.  The  pastors  will  examine  the  person  according  to  biblical  qualifications  and determine if  qualifications  are  met.  If  the  biblical  qualifications  are  met,  the  pastors  will  present  the  person  to the  church in  a  worship  service.  In  order  for  the  church  to  ordain  a  pastor,  they  must  receive a three-fourths affirmative vote of the members present.

 

b. Deacons

 

Deacons  are  a  body  of  servants  within  the  church  who  are  responsible  for  serving  the  church  and  supporting the  pastors  in  their  ministry.  They  assist  the  Pastors  by  relieving  them  of  distractions  and  pressures  that  would otherwise  divert  them  from  the  ministry  of  the  Word,  prayer,  and  leadership  of  the  Church  (Acts  6:2).  To  be eligible  for  consideration,  anyone  recommended  for  the  office  of  deacon  must meet the biblical qualifications of deacon found in Acts 6:1-7 and 1Timothy 3:8-13.  

 

Some ways in which they carry out this responsibility are: 

a.     Responsible for maintaining unity in the church body.  

b.     Responsible for preparing and serving of the Lord’s Supper (Acts 6:2)  

c.     Responsible for ensuring that the facility is cared for.  

d.     Responsible  for  working  with  the  pastors  to  determine  and  meet  physical  and  material  needs of the church members, especially the sick and widowed (Acts 6:1-6).  

e.     Responsible for visiting the sick and hospitalized.

 

The  Chairman  of  the  Deacons,  along  with  the  deacon  body,  is  responsible  for  the  process  of  assessing  and nominating  deacon  candidates.  Deacon  nominees  will  be  presented  to  the  church  body  for  a  vote.  Deacons may  serve  indefinitely,  but  they  must  recommit  to  service  annually  based  on  ability  to  meet  the  qualifications and  expectations  in  the  year  ahead.  Should  a  deacon  take  a  break,  they  are  able  to  return  to  service  as  an active  deacon  upon  their  ability  to  commit  to  meeting  the  qualifications  and  expectations  of  this  role.  Any disciplinary  action  to  remove  a  deacon  from  his  assignment  will  be  prayerfully  handled  by  the  Pastors  and deacon  leadership.  Meetings  of  the  deacons  will  be  held  at  least  once a quarter under the direction of the deacon leadership and Pastors. 

 

I. Chairman of Deacons

 

The  chairman  of  the  deacons  shall  serve  as  the  overall  leader  of  the  deacon  body.  The  chairman  of  the deacons  shall  be  annually  elected  by  the  deacon  body,  and  they  may  not  serve  two  consecutive  terms  as chairman.  They  shall  supervise  the  conduct  of  the  deacon  body  to  ensure  that  their  duties  are  fulfilled faithfully and  diligently.  In  cooperation  with  the  pastors,  shall  review  the  performance  of  the  deacon body yearly.

 

c. Staff

 

I. Ministerial Staff 

 

The  need  for  other  ministerial  staff  shall  be  determined  by  the  lead  pastor,  associate  pastors,  and  the personnel  team.  They  are  responsible  for  carrying  out  the  duties  laid  out  in  their  respective  job  descriptions provided  for  them,  and  they  will  be  evaluated  accordingly.  The  lead  pastor  must  work  with  the personnel committee on hiring and dismissing ministerial staff.

 

II. Support Staff

 

 The  need  for  support  staff  shall  be  determined  by  the  lead  pastor,  associate  pastors,  and  the  personnel  team.  The lead pastor must work with the personnel team on hiring and dismissing support staff. 

 

III. Moderator

 

The  church  council  shall  select  a  moderator  annually  to  preside  over  all  business  meetings.  The  moderator shall keep  order,  state  motions,  and  explain  procedures.  The  moderator  shall  select  a  clerk  for  the  purposes  of recording  meeting  minutes  for  submission  to  church  staff  for  each  business  meeting.  In the absence of a moderator, the lead pastor shall appoint a replacement.

 

ARTICLE 3 - COMMITTEES AND TEAMS

 

3.01. General

 

Formation  of  teams  shall  be  as  needed  by  the  Church  and  as  required  herein.  Permanent,  standing  committees shall  be  as  outlined  by  these  bylaws  and  shall  be  maintained  as  a  minimum.  All  members  of  committees  and teams  shall  have  a  maximum  term  of  five  years.  Members  of  committees  and  teams  that  complete  their  term of  five  years  are  not  permitted  to  return  to  the  same  committee  or  team  for  a  one-year  wait  period.  Each committee  or  team  shall  elect  its  own  chairperson  yearly.  The  chairperson  shall  be  responsible  for  ensuring that the  members  of  the  teams  or  committees  faithfully  perform  their  duties.  Where  a  member  of  the  team  or committee  fails  to  perform  their  duties,  it  is  the  responsibility  of  the  chairperson  to  address  the  issue.  Where  a member  fails  to  correct  their  performance,  the  issue  shall  be  brought  to  the  attention  of  the  Church  Council  for removal  and  replacement.  Each  committee  is  responsible  for  keeping  minutes  of  all  decisions  made  by  the committee  and  shall  be  regularly  submitted  to  the  church  staff.  The  Lead  Pastor  will  serve  as  an  ex-officio member  of  all  committees  and  teams,  or  he  may  designate  another  Pastor  to  serve  in  his  place. Additional teams or committees shall be formed as needed. 

 

3.02. Trustees

 

Trustees  shall  have  no  power  to  buy,  sell,  mortgage,  lease,  or  transfer  any  property  without  specific  vote  of  the Church,  authorizing  each  action.  It  shall  be  the  function  of  all  trustees  to  execute  all  legal  documents  as authorized  by  the  Church  involving  the  sale,  mortgage,  purchase,  or  rental  of  property  or  other  legal documents where  the  signatures  of  the  trustees  are  required.  Trustees  are  responsible  for  the  negotiation  of  any  loans, working  in  conjunction  with  the  Lead  Pastor  and  the  Finance  Team.  They  shall  be  responsible  for  the supervision of  bequests  made  to  the  Church  and  shall  consult  with  the  persons or families wishing to include the Church in their will. 

 

3.03. Finance Team

 

The  Finance  Team  will  be  responsible  for  working  with  the  Pastors  to  administrate  church  finances  and  prepare an  annual  church  budget  for  church  approval  by  majority  vote  at  a  business  meeting.  They  will  be  responsible for  assessing  church  finances  and  providing  regular  reports  and  updates  on  the  financial  status  of  the  church. This  team  will  be  made  up  of  five  members.  The  team  will  self-select  their  chairman  who  serves  a  one-year term.  The  Finance  Team  will  have  the  freedom  to  implement  discretionary  funding  of  items  of  $10,000.00  or less,  with  a  maximum  of  $50,000  annually,  for  ministries  or  purchase  without  a  church  approved  vote  for  non-budgeted  items.  Where  such  purchases  are  made,  the  church  body  will  be  notified  at  the  following  business meeting.  The  Finance  Team  is  responsible  for  implementing  a  system  of  accounting  that  will  adequately provide for  the  management  of all funds. 

 

3.04. Personnel Team

 

The  personnel  team  is  made  up  of  five  individuals.  The  personnel  team  will  be  responsible  for  maintaining  the personnel  handbook  and  all  human  resources  maintenance  for  the  pastors  and  staff  of  the  church.  The personnel  team  is  responsible  for  developing  the  personnel  budget,  including  salaries  and  benefits.  The  need for additional  Pastors  shall  be  determined  by  the  Personnel  Team  and  the  Lead  Pastor.  The  Personnel  Team  is responsible  for  working  with  the  Lead  Pastor  to  select  additional  Pastors  and  Ministerial  Staff  members.  The church  shall  be  responsible  for  confirming  God's  calling  of  any  prospective  Pastor.  Two  weeks  notice  shall  be provided  to  the  church  members  for  the  purposes  of  voting  on  the  Associate  Pastor's  calling.  Confirmation  shall be  achieved  by  a  three-fourths  (3/4)  affirmative vote by the church members present at the business meeting. 

 

3.05. Church Council

 

The  Church  Council  will  consist  of  all  Pastors  and  chairpersons  from  the  Finance  Team,  Personnel  Team  and Deacon  body.  The  Church  Council  is  responsible  for  nominating  members  of  all  committees  and  teams (Personnel,  Finance,  Trustees,  Deacons).  Leading  up  to  the  nomination  process,  the  church  body  will  be  asked to submit  recommendations  for  the  Church  Council  to  consider.  The  Church  Council  is  responsible  for  nominating members  of  Fairview  Church  for  the  proper  placement  for  service,  based  on spiritual  maturity  (Galatians  5:22-23),  as  well  as  both  natural  and  spiritual  gifting.  Their  nominations  will be presented to the church body for a vote.

 

The  Church  Council  is  responsible  for  keeping  a  record  of  all  nominated  members,  their  effective  start  date, their  end-service  date,  and  also  their  waiting  period  end  date.  Placement  of  members  shall  be  on  a  regular and  recurring  basis  in  accordance  with  respective  service  times.  In  the  event  that  a  team  or  committee member  is  unable  to  perform  the  duties  required  for  whatever  reason  and  it  is  brought  to  the  attention  of  this committee  by  the  chairperson,  said  member  shall  be  replaced  and  selected  by  the  Church  Council.  The  Church Council  will  meet  on  a  regular  basis  for  the  purpose  of  ensuring  unity  between teams, assessing the state of the church, and discussing any needs.

 

Ad hoc Committees 

 

3.06. Lead Pastor Search Committee

 

When  a  vacancy  occurs  with  the  position  of  the  lead  pastor,  a  search  committee  will  be  formed  to  fill  the vacancy.  The  search  team  will  include  a  representative  from  the  deacon  body,  finance  team,  personnel  team, and  four  at  large  members  of  the  church,  which  will  be  nominated  by  popular  vote.  The  lead  pastor  search committee  will  bring  only  one  man  to  the  church  for  consideration  at  a  time.  The  membership  of  the  church  is responsible  for  confirming  God's  calling  of  a  lead  pastor.  This  confirmation  will  occur  at  a  special  called business  meeting  with  at  least  two  (2)  weeks’  notice  to  the  church  members.  In  order  for  a  church  to  call  a pastor,  a  three-fourths  (3/4)  affirmative  vote  of  the  members present is required. 

 

3.07. Bylaws Review Committee

 

These bylaws must be reviewed at least every three years. The Church Council is responsible for  forming an ad hoc committee to review the bylaws. The Church may modify this time interval if the need were to arise before the three-year term ends. Modifying the bylaws shall require a 2/3 majority  affirmative vote by the church members present at the business meeting.

 

ARTICLE 4 - CHURCH MINISTRIES

 

4.01. General

 

Formation  of  ministries  shall  be  as  needed  by  the  Church  and  as  required  herein.  Church  ministries  will  be overseen  by  an  appropriate  Pastor  or  Staff  Member  and  any  leadership  structure  that  they  determine to implement. 

 

a. Missions Ministry

 

The  Missions  Ministry  is  responsible  for  overseeing  the  mission  activity  of  the  church,  including  the  selection  of mission  partners  and  planning  of  mission  projects  and  trips.  This  ministry  will  be  comprised  of active members of Fairview Church who have passion for and experience in missions.

 

b. Building and Grounds Ministry

 

The  Building  and  Grounds  Ministry  will  be  comprised  of  active  members  of  Fairview  Church.  Its  members  should have  experience  in  maintenance.  They  will  be  responsible  for  the  care  and  maintenance  of  the  church’s grounds,  building,  and  vehicles.  They  will  be  responsible  for  creating  and  keeping  a  maintenance  plan, including a  budget  outlining  the  recommended  maintenance  activities,  intervals, and tasks. 

 

c. Student Ministry

 

The  Student  Ministry  exists  to  develop  middle  and  high  school  students  into  mature  followers  of  Jesus  Christ. This  ministry  is  led  by  the  Student  Pastor  and  any  leadership  structure  which  he  puts  into  place.  All  volunteers and  leaders  must  complete  all  required  training  and  meet  qualifications  given  by  leadership. 

 

d. Children's Ministry

 

The  Children’s  Ministry  exists  to  see  children  develop  a  faith  in  Jesus  that  will  last  a  lifetime.  This  ministry  is committed  to  see  children  know  and  obey  God’s  Word.  This  ministry  is  focused  on  equipping  parents  and partnering  with  them  in  their  role  of  discipling  their  children.  Leaders  and  volunteers  in  this ministry must complete all required training and meet qualifications given by leadership. 

 

e. Worship Ministry

 

The  purpose  of  our  Worship  Ministry  is  to  use  music  and  the  arts  in  a  way  that  glorifies  God  and  brings  people into  a  relationship  with  Jesus.  The  most  visible  function  of  this  ministry  is  to  lead  in  worship  during  our  Sunday morning  services.  Some  categories  of  teams  and  positions  within  this  ministry  include  worship  leaders, musicians,  singers,  producers,  sound  technicians,  ProPresenter  technicians,  and stage hands. 

 

f. Community Groups

 

The  purpose  of  Community  Groups  is  to  develop  group  members  into  mature  followers  of  Jesus.  Community Group  Leaders  will  lead  these  groups  to  accomplish  this  goal  by  teaching  and  applying  the  Bible,  developing relationships  within  the  group,  equipping  members  to  serve,  and  seeking  to  grow  in  knowing Christ and living in obedience to Him. 

 

ARTICLE 5 - ORDINANCES

 

5.01. Baptism

 

Baptism  is  the  immersion  of  a  believer  in  water  in  the  name  of  the  Father,  the  Son  and  the  Holy  Spirit.   It  is  an act  of  obedience,  symbolizing  the  believer’s  faith  in  a  crucified,  buried,  and  risen  Savior.  A  person  who  receives Jesus  Christ  as  personal  Savior  through  faith,  who  professes  Him  publicly,  and  who  indicates  a  commitment  to follow  Christ  as  Lord  shall  be  received  for  baptism  and  baptized.   A  person  failing  to  be  baptized  after  a reasonable  amount  of  time  may  be  removed  from  the  list  of  those  awaiting baptism and receive counseling from the pastor(s). 

 

5.02. Lord's Supper

 

The  Lord’s  Supper  is  a  symbolic  act  of  obedience  where  Christians  partake  of  the  bread  and  the  fruit  of  the vine  to  commemorate  the  death  of  Jesus  Christ  and  anticipate  His  return.  The  Lord’s  Supper  is  only  to  be taken by  those  who  have  experienced  salvation  through  faith  in  Christ  and  publicly  professed  their  faith  through believer’s  baptism.  The  Deacons  will  be  responsible  for  the  preparation  and  serving  of the Lord’s Supper.

 

ARTICLE 6 - CHURCH MEETINGS

 

6.01. Worship Services

 

The  first  day  of  the  week  is  the  Lord’s  Day.  It  is  a  Christian  institution  for  regular  worship.  It  commemorates  the resurrection  of  Christ  from  the  dead  and  should  include  exercises  of  worship  and  spiritual  devotion  both  public and  private.  This  church  will  hold  regular  worship  services  on  Sunday  mornings.  Other worship services may be held as the pastors, led by the Holy Spirit, direct.

 

6.02. Budget Meetings

 

Budget  meetings  shall  be  held  yearly.  In  the  budget  meetings,  the  finance  team  and  the  lead  pastor  shall present  the  budget  to  the  church  for  acceptance.  Acceptance  shall  be  by  a  two-thirds  vote.  A  copy  of  the budget  will  be  provided  to  the  church  body  two  weeks  prior  to  the  vote,  and  a  meeting  will  be held to allow for questions from the membership prior to the vote.

 

ARTICLE 7 - CHURCH FINANCES

 

7.01. Budget

 

The  church  shall  have  an  annual  budget  commencing  in  January.  The  finance  team  shall  prepare  and  submit to  the  church,  for  approval,  an  inclusive  budget,  indicating  by  items  the  amount  needed  for  all  expenses.  It  is understood  that  membership  in  this  church  involves  financial  responsibility  to  support  the ministries of the church with regular financial gifts.

 

7.02. Accounting

 

All  funds  for  any  and  all  purposes  shall  be  accounted  for  and  be  properly  recorded  on  the  books  of  the  church by  the  finance  team.  Each  year  an  audit  or  review  shall  be  ordered  and  filed  with  the  permanent  records of the church. 

 

7.03. Expenditures 

 

Expenditures  of  budgeted  funds  must  be  approved  by  the  responsible  Pastor  or  ministry  leader.  In  order  to receive  a  check,  a  purchase  order  must  be  obtained  and  authorized  by  the  Finance  Team.  The  church shall not spend money that has not been budgeted without the approval of the Finance Team.

 

ARTICLE 8 - CHURCH COVENANT

 

Throughout  the  Old  Testament  and  New  Testament,  there  is  a  clearly  defined  community  of  God.  God  creates  a covenant  relationship  with  His  people.  This  covenant  was  first  established  with  the  people  of  Israel  through Abraham,  and  then  God  established  a  new  covenant  with  His  people,  the  church,  through  Christ.  As  members of  God’s  covenant  family  at  Fairview  Church,  we  commit  to  Christ  and  to  each other.  

 

Expectations of Church Members:  

 

As  a  member,  I  commit  to  the  body  of  Christ,  the  church  (1  Corinthians  12:27;  Romans  12:4-5).  As  a  member at Fairview Church, I will fulfill the following expectations: 

 

 1.     I  will  worship  the  one  true  God  with  other  church  members  for  as  long  as  I  am  physically  able  (Hebrews  10:24-25;  Romans  12:1).  The  goal  of  my  regular  weekly  worship  is  to  give  God  glory  (Romans 11:36; Hebrews 13:15).  

2.     I  will  grow  spiritually  through  regular  involvement  in  groups  and  classes  at  Fairview  Church  in  addition  to  regular  personal  devotional  times.  I  understand  the  purpose  of  these  groups  and  classes  is  building  community  with  other  believers  and  holding  each  other  accountable  to  grow  in Christ-likeness (Acts 2:44-47; 2 Timothy 3:16-17).

 3.     I  will  serve  Christ  through  participating  in  the  mission  work  of  Fairview  Church.  (Ephesians  2:10;  1  Peter  4:10).  I  am  commanded  by  God  to  make  disciples  of  every  nation,  tribe,  people,  and  language  through  the  local  church  (Matthew  28:16-20).  I  will  participate  in  the  church’s  mission  to reach the lost in our city, our nation and to the ends of the earth (Acts 1:8).  

4.     I  will  give  to  God  abundantly  and  joyfully,  recognizing  God  as  the  owner  of  all  things  (Proverbs  3:9;  Psalm  24:1).  I  commit  to  giving  my  tithe  and  my  time  to  accomplish  His  work  through  Fairview Church (Malachi 3:10; Matthew 6:19-24).  

5.     I  will  use  the  gifts,  passions,  and  abilities  that  God  has  given  me  to  serve  regularly  in  a  ministry  of  Fairview  Church.  I  will  commit  to  following  the  servant  model  of  Jesus  Christ  (Mark  10:45).  I  will  make  my  attitude  that  of  Christ  and  through  humility  make  the  gospel  my  priority  (Philippians 2:5-11).  

6.     I  will  seek  unity  with  other  church  members.  I  recognize  God’s  design  for  the  church  is  unity  in  diversity,  and  I  will  put  the  interests  of  others  above  my  personal  preferences  (Ephesians  4:1-6;  

1 Peter 3:8-9). I will submit to discipline for any sin problems in my life (Matthew 18:15-20).  

7.     I  will  pray  for  and  follow  the  leadership  of  Fairview  Church  (Hebrews  13:17-18).  I  will  pray  privately  and  with  the  church  corporately.  I  will  pray  for  people  to  accept  Christ,  and  I  will  pray  for the growth of discipleship.
